미국의 소리(VOA)' 방송은 "북한과 군사회담을 갖자는 한국 정부의 제의(its offer to hold military talks with the North)가 미국에 불쾌감을 줬으며(put the U.S. on edge), 양국 관계를 닳아 해어지게 할 위험성이 있다(risk further fraying relations)"고 예측했다.

"한국은 한반도의 고조되는 긴장을 완화하고(calm rising tensions on the Korean Peninsula) 북한의 핵무기 개발 계획을 해체시키기 위해(in a bid to dismantle its nuclear weapons program) 군사회담과 적십자회담을 제의했다. 문재인 대통령이 취임한(be inaugurated) 이래 북한에 제시한 첫 공식 제안(the first formal overture)이다. 미국은 이내 불편함을 표시했다(quickly signal its discomfort). 현재 상황(current conditions)은 대화를 갖기에 불충분한 상태인데(remain insufficient to have a dialogue) 일방적으로 치고 나갔다는 것이다.
 
의견 차이(a divergence of opinion)가 있다. 미국이 문 대통령의 제안들을 반박하고 나설 가능성은 작지만(be unlikely to come out against Moon's overtures) 불신을 심화시킬(deepen the mistrust) 것이고, 결국 대북 정책을 한국이 아닌 일본과 더 긴밀히 협력하게 될 것이다. 대화 제의 시점도 적절하지 않았다(be less than opportune). 지나치게 낙관적인 결론을 내릴(make wildly optimistic conclusions) 것이 아니라 현실을 직시해야(be realistic) 한다. 북한에 과도하게 전향적이게 되면(be too far forward-leaning toward it) 위험하다. 약세 징후로 받아들이기 때문이다.

이번 회담 제의가 도발을 중단시켜 평화와 화해 환상을 만들어내기(cease provocations and create the illusion of peace and reconciliation) 위한 일방적 항복 외교(one-sided capitulatory diplomacy)라는 지적도 있다. 하지만 북한은 또 다른 도발로 주가를 올리려 할 가능성이 있다(be likely to raise the stakes with yet another provocation). 거세고 비타협적인 노선을 취하면서(toe a tough, uncompromising line) 한·미 연합 군사훈련 중단(a halt to U.S.-Korean combined military exercises) 등 양보를 이끌어내고(extract concessions), 가능한 한 최대한(to the extent possible) 한국을 미국과 동맹에서 떼놓으려 할 것이다.

이 고비에서 가장 중요한 사실은 한·미 양국이 서로 상충하는 듯한(seem to be in contradiction) 엇갈린 행보를 보여서는 절대 안 된다는 것이다. 북한이 쾌재를 부르며(utter yells of delight) 노리고 있는 것이 바로 그것이다."
